1998 V70 Steering problem.

This is my first post here with a problem and hopefully my last (with a problem that is
)
Here is a little background info...
I bought a 1998 V70 AWD Turbo with 266,000KM (160,000 miles) at auction for $1550 CDN. By the time I get it on the road it will have cost me around $2000 including inspection, registration and any necessary repairs, not too bad for a nice car like this. There are two small spots of rust on the car, a couple of places the paint is peeling, but other that this, the car looks awesome.
When I drove the car home from the auction (about 145 km) there weren't any problems with the steering. The car sat for about two weeks before I had a chance to do the brakes (New front and rear brake pads, parking brake shoes with new springs). Now, when driving, there are dead spots as I turn the steering wheel. Tight and loose, tight loose, all the way around.
There isn't any whining from the rack or pump, no steering noise at all and there is fluid in the steering pump.
Any ideas?

Anyway, I now think the problem is the lower u-joint on the steering shaft. Does anyone know of a good resource on how to fix this? In my opinion, the subframe has to be lowered to get access to it. Is this correct?

If all your tie rods are OK, you need a new steering rack.
