really depends on what the root cause is... You can adjust the cables via a nut on the back of the lever in the car and you can adjust the parking brake shoes via a "star adjuster" accessed via a slot in the wheel hub using a screw driver. A shop shouldn't even charge you to pop a cover and turn the nut - or you can do it yourself. Working at the wheel hubs mean the shop has to remove wheels etc. Ask your local shop if they charge by the half hour or have a minimum full hour "diagnostic" charge. Note my indy charges $90 an hour and my dealer is around $120. More likely its that the shoes for the parking brake are worn or may have even lost their friction pads. To check you need to loosen the cables at the lever, then remove the tire/disk/hub to inspect. Finally it could be the cables are frozen or broken. There are two cables - one to each wheel and both meet up at the lever. You'd need to have a buddy actuate the lever while watching the cable at the back of the wheel hub to see if you have any action.
