Here is a down and dirty way to repair the horn for <$5
Same stuff, do all the safety stuff first...Batt disconnected and get the airbag out of the way, broken parts can be replaced, broken people cannot! SAFETY FIRST. Make sure the car is on a level surface...some airbag switches use Mercury switches that sense vehicle angles and will activate the Airbag...so just play it safe...keep the vehicle level!!!
1. Go to Lowes and get this stuff

2. Drill the Horn Brace for the grommet...I put some tape on the drillbit to prevent it from going in to far...

3. Clean up the mess...also make sure you clean the 'burrs' on the backside of the brace...they are kind of a PITA to get to but be patient...this repair will cost <$5...

4 Identify broken part...it will look like this and the plastic will be broken around the edge...you will see it...

5. Make some homemade washers. I made mine out of an empty milk jug...I used a 12mm socket as the outside template and I think it was a 4.5mm socket for the inside...you only need 2 of these...

6. Put the washer around the grommet and work it in place from the back side towards the front...it goes in pretty easy...

7. Work the grommet in place with a fine jewlers screwdriver...if you don't have one any fine pointed object will work, just DON'T mess up the grommet...

8. You can follow Techs advise from here forward...pretty simple.
9. The only addition I may want to add is do NOT OVER TIGHTEN THE NUT on the backside! once it is snug...I put some 'GORILLA GLUE' on the backside to prevent it from coming loose... Pretty simple repair...<$5
