okay... so my situation could be the same as a rough idle? Mine however doesn't idle rough at all. Starts up low idle and is just on and smooth. seems strange to me that it never coughs or sputters - so you'd think that it is not an issue if no problem. it will be when it's 5 degrees outside and I have to keep my foot on the gas just to warm it up.

There shouldn't be any fast idle at startup. The idle circuit in these cars is a feedback control mechanism where the ECU regulates the amount air entering the intake via the idle air controller. It tries to keep the idle around 700 RPM regardless of the temp.
I had one of my 240s have a high idle when it was really cold out and that was due to a sticky idle air controller. I cleaned it out and it idled normal after that.

indeed, none of the 240/740/940's I've had idle fast when cold. my 1992 745T starts are the first 1/2 crank and doesn't even seem like its running but its idling at the same 650 or so it idles at all the time.
on my 740 specifically, I know I need to clean my IAC as my engine periodically stumbles a second at idle before it recovers, but thats another problem.
