there's only one motor, and if the passenger side wiper is moving, then the problem is mechanical in the driver side wiper mechanism.
the motor is in the middle, has a offset 'crank' arm, and each wiper is connected via a crossbar, so as the crank arm goes around in a circle, the wiper goes goes back and forth.
looks like in 1992, they used two different but similar wiper mechanisms, one by SWF and the other by Electrolux.
one of my volvos (an 850, but the mech is essentially the same), the driver side wiper stopped moving, and it was that the wiper arm was loose on the toothed conical spline it fits against. it was so stripped that even tightening the nut on the arm didn't help after while, so I ended up having to get a new arm.
I'd lift the cap on the base of the arm, remove the nut under the cap, and lift the arm off, then activate the wipers and see if the post is turning back and forth. if it is, clean the spline teeth on the shaft, and on the inside of the arm, shut the wipers off, and reattach the arm so its parallel to the other one, and tighten the nut down and see if that fixes it.
if the shaft isn't moving, then there's arm underneath the cowl that must have gotten disconnected. I'm afraid (but not 100% sure) its behind/under the dashboard which means getting to it will be a major ****. I've not had to get in there on a 740/940 yet.

if the right wiper works and the left one doesnt, that means the motor and the crank #4 are working fine, so all thats left is either arm #5 is disconnected on one end or the other, or the wiper arm itself has come loose from the spline (I described previously how to check for this and fix it).
I'm pretty sure on a 940 this linkage is all under the cowl (the vent area in front of the windshield). if in fact the linkage arm #5 is the problem, its a matter of access, the actual repair is likely very simple once you get to it. as I previously mentioned, there's two similar versions of the mechanism, one by Electrolux and one by SWF, they both work pretty much the same, but have different specific part numbers.

Replacing the wiper mechanism is child's play. It is a complete unit, located under the cowl panel immediately rear of the hood and forward of the windscreen...the piece with the louver vents in it. Remove wiper arms, rubber wiper stub gaskets and there are at most, 5 bolts that hold it on. After the cowl is removed, the entire assembly is exposed. Nothing passes through the firewall except the power cable.

The unit is cable drive with a pulley setup. When a tech tells you the wiper transmission is bad, he means that portion that transmits power from the motor to the actual wiper arms.
It's a generic term; you probably have a broken cable.

I got everything back together and working the only issue seems to be that where the two linkages meet there is nothing really holding them together i turned the wipers to full speed with out having the blades back on and everything held up. From what I could find around here for parts are all way over priced.

on the 240 we (well, my daughter, with me standing around directing) just replaced the motor on, the arm was held on with a washer and a spring clip that fit into a notch on the end of the shaft. the 240 mechanism is a little different, the motor is on one end, and there's only a single arm on the motor crank pin.
