Default windshield wiper linkage

My 1995 960 wagon passenger side wiper suddenly quit. Driver side OK. I assume linkage disconnected. How do I access the linkage? Remove cover from under hood or get under dashboard?

Yes.

But before you do that, check to see if the splined shaft at the base of the arm turns. If it turns, then you just need another arm.

If not, then open the cover and check if the bushing is dry.
