If your car is painted in metallic colour, then it is clear coat. If your car is paintedin solid colour, no it is not clear coat. I haven't seen any 850s imported to the US market with metallic colour but I'm not sure. Moderator Tech or Moderator JimKW could tell you an accurate info on this.
In case if it IS clear coat, the best thing to do is to have it re-coated at a body shop, but this one may cost you more than what the car is worth, in which case you want to leave it as is or if you know a person who's good in painting, you could perhaps pay him/her a couple of hundred dollars to do the job.

Sorry to hear about your paint/clear problem.
I have a '94 850 Estate, the Anvil, and I'm having a similar issue with the hood[&o] on the passenger side and I have thought about looking up information on wet sanding and maybedoing the hood with DuPont or Dupli-Color clear coat, but not until next summer as I'm still working on getting the Anvil back into top shape. Getting an abs sensor, trying to figure why I can smell coolant when running the heater, re-adjusting the rear the parking brake and summer tires. Maybe 17" wheels if they offer over time at work.
Let us know how it goes and what you decide to do. Older cars need more love [sm=loveeyes.gif]and sometimes can be cost prohibitive but if you really love your ride, you'll find a way.
