Default idle surge

well im getting there slow but sure, struts and all parts replaced, tie rods, axles (easier than i expected) air box mod, door handles fixed(wouldnt open from the inside) new battery, study and reading about fiberglass and carbon fiber molds to fix the broken parts of the dash, replace steel wheels, found center caps on ebay, cleaned throttle body stuff, nice set of used volvo floormats, bunch of other small things. what i cant figure out after all the reading ive done is why when i start a cold engine the throttle surges to about 1500 rpms then settles down to 850ish, doesnt do it when its warm hmmm

Nothing to worry about; that is fast idle function for cold climate operations. The duration for 850's fast idle is very short compared to Japanese makes (Toyota/Honda is one of the worsts; it takes as much as 10 minutes in frigid climate until the idle RPM drops to normal 850 give/take a few).

In cold climate, the engine oil is more viscous (thick) than usual, so the engine has to run a bit faster to sustain stable idle. When the engine is at fast idle, I would wait a few minutes until I start driving.

So, set your worry aside and enjoy the ride.

You have nothing to worry about. If it did it all the time, then I would say some kind of vacuum leak, but being it is just when it is cold out, your fine.
