Try to release the tension on it. Check to make sure it's not twisted and jammed in the pillar. If it's the locking thing, you will likely have to replace the seatbelt. If you decide to do that, make sure you disconnect the battery for 30 minutes, change the belt, then reconnect the battery. If you fail to do the battery thing you will get a SRS light that you will not be able to reset.

Not if it's a 95 or older with the diagnostic panel under the hood. You can reset the SRS from there your own self. It's just wonderful.
I goofed when doing my ignition switch and had the ignition on with the steering wheel bag disconnected. Found out I can read SRS codes and reset from that panel next to the washer fill tube.

LMAO, I think almost 50%of my bulbs are missing...I need to find some cheap ones and replace them all. My driver side seatbelt locked up to and I ended up going to the junkyard. I had the junk yard seat belt in for ill say 5 months and now it locked up again. Before it locked so I couldnt even retract it. Now its locked with so much slack I can wair the seatbelt outside of the car!!! lol I cant win

Usually not. Those rear seat belts get locked sometimes when someone hits the brakes hard or take a hard turn or something. The problem is that they are retracted so they don't have slack to release.
What I usually do is push the top of the seat cushion in just a little to let the belt retract about a half inch, then pull it out. Takes about a second.

On Saturday, the driver's seatbelt on our 1996 Volvo 850 would not extend and would only retract, i.e. get tighter. After a nerve-wracking drive home without a seatbelt, I took it apart and rigged a temporary fix with dental floss to get us through the weekend.
AS FAR AS I CAN TELL, THE TEMPORARY FIX DID NOT INHIBIT SAFE AND PROPER RESTRAINT OPERATION OF THE SEATBELT, BUT I CANNOT SUBSTANTIATE, AND DO NOT GUARANTEE, ANY SUCH CLAIM. IT JUST GOT US THROUGH THE WEEKEND.
The dental floss made manual the ability to extend or release the belt under normal driving conditions, which operation is normally automatic. It was annoying because as you drove, the belt would only get tighter and would not release without a gentle pull on the floss, which was needed to look around at intersections, while backing, and such. A piece of soft foam between the belt and collar bone would have been a welcome improvement.
On Monday I got a used replacement from Ithaca Foreign Car Service (Thanks, Dave et al.!) and replaced the bad unit.
This video shows the replacement, the inertial device which seemed okay but was apparently no longer doing its job, then some details of the temporary fix with the floss.
I did forget to video the feeding of the seatbelt through the side door post plastic panel. Also, posts in some fora state that a SRS error will be generated if the battery is not disconnected during this operation.
