Default C70 terrible dipped beam

Hi, Newbie (2008) C70 owner here!

Apologies for having already posted this question on the UK Volvo Owners forum and so risking duplication but I really need a definitive answer to this one:

I realise this is a well known problem with several Volvo models around the mid-late 2000's but I was wondering if there was ever a consensus on the best solution?

seems like I could either:

a) raise the beam height adjustment to the max permissible level, polish the reflectors and fit upgraded bulbs

or....

b) purchase, then get an auto electrician to fit an HiD conversion kit like this one

They are currently so bad (really thought we had sidelights on tonight) I don't mind throwing some money at this problem as long as it makes the car drive-able at night.

What do you think would give the best results?

They typically throw too much glare, don't have the same distance as your standard bulbs, are likely illegal and will not pass state (or MOT) inspection as they are not approved for your vehicle.
