Unhappy 2004 Volvo S40 - Low Beams, Hazards and Turn Signals do not work

Model - s40 (first half)
Year - 2004
Miles - 141k

Within the last 6 months have been having problems with my Low Beams, Hazards and Turn Signals working.

At first, it was intermittent and sometimes they would work and sometimes they wouldn't. I thought it was the lightbulbs, so I changed them all. That didn't fix the problem.

The weird thing is the High Beams do work. Some of the lights behind the center console do not work but the rest of them are all working. Not sure if this is related.

I also have been having problems with the car dying. If I don't drive it every couple of days, it dies and I am wondering if this is related to the lights issue. The car has been dead for the last two months and I just jumped it the other day.

When the car first was jumped, all lights worked (high/low beams, turn signals and hazards). But, after about 10 minutes, it's the same issue. Only the High Beams work but the others (low beams, turn signals and hazards) are not working.

I have taken the car into dealers / mechanics and they all so it's an electrical issue and I have received estimates from $250 to $1000 to fix it.

Any ideas on what could be wrong or what I could try to fix this?

Can we assume your mechanics checked all the fuses? I'd probably swap out the CEM (central electronics module) - its a black box under the dash by the hood release with two (or three?) big connectors going into it, which has relays specific to the low beams and other parts. They can be found on Ebay for under $75 or at a yard and you can swap out in about an hour. If that doesn't work, then its time to study the wiring diagrams for common junctions to look for grounding points, connectors etc.

As mt6127 wrote, relays on the CEM. There is a thread here linking to another on which relays to replace.
