Default Hazards not working (new switch and flasher)

2001 volvo s40

Very odd! turn signals work and all lights come on when locking car. When I hit the hazard switch nothing happens. It is doing something since turn signals don't work with hazard on. I tried new hazard switch and flasher to no avail. number 8 fuse looks fine and swapped it out for new one. Any ideas?

It might be the CEM unfortunately

I hope not. I guess I don't need it or maybe the switch I bought on ebay is bad. I will take it apart and see if there is anything useful to take a picture of.

I have everything apart and the bulb is burn't out. You can see from the diagram it is part of the circuit. Anyways the Hazard light on the instrument panel does not light up turning the key.

My question is what does the "+15" stand for and the other + symbol? Also I assume the 49a, 49 and 31 are where the wire leads? I found a 49a and 49 on the relay so that makes sense. But I am having trouble figuring out what wires should be powered. My multimeter only shows only wire 7 at 12v. that same 12v leads to the bulb.

Solved the problem. Harness "C" got corroded by a leak in the window seal that I had repaired. Wire 7 with the constant voltage broke off. Now I am checking if I need a new fuse box but that is much better than the CEM $20 on ebay.
