Is the latch inside you car broken off or something? Can you be more specific as to whats broken with it?
Usually if the latch on any car that uses a cable hood release is broken, you can go underneath the car and find an area to access the cable down there. Once you find a place all you really have to do is pull the cable till it releases the hood. For your specific car, Im not sure where that point would be. In my experience, a lot of times you are able to find a place to pull the cable towards the front of the car where the cable goes up to meet the latch.

Hood release
Not sure if it's broken anywhere. Naturally, it worked the last time I used it, don't seem to remember anything unusual at that time. This morning, pulled on the latch release under the dash and nothing happened, I can reach the cable at that point, but if it's broken somewhere down the line (or at the latch) that won't help.
And it's pretty tight under the car, with the battery dead, I can't move it (at least easily)

If you feel pressure on the cable as you pull the latch it most likely isnt broken. Its a long shot, but maybe the latch itself on the front of the hood is stuck. Try and have someone constantly pull the latch over and over while you try to pull up and push down on the hood by the latch. If its stuck, this really should work.
