New thread since it is not the CEM
Not sure if it was the right thing to do but I started a new thread for my issue since it is not the CEM. you can find it here to follow whatever I end up finding was my problem once resolved.

Thanks for these posts everyone. 2003 V40. After replacing right low beam bulb, the light would come on intermittently, and sometimes would be off for days at a time. After reading all the above, I now just whack the area below the left dash light switch (which is above and outside of the CEM location) and the light comes on fine for the entirety of next trip. I wonder how long the whacking will work before I have to replace the CEM? Anyway after I discovered the whack fix, I read the procedure on how to turn off the daytime running lights which are factory set to be on whenever the engine is on or key position at II. So I turned them off in an effort to save the life of these super expensive bulbs. Whacky expensive! Also a note on the H7 bulbs: The more expensive they are, the shorter the lifespan. The expensive ones burn the filament hotter to throw more light. I always thought that if something cost more $, it would last longer. Not these days, I guess! Anyway, they now have lifespan averages on the back of the packages here on the West Coast U.S. Check those averages and pick your poison: more light now or less light longer.

Re the H7s, you have a choice of bulb vendors ranging in price from $5 for Flosser to $20 for Osram or more for PIAAs. Shop AutohausAZ for what's out there (assuming you are on the west coast - east coast can shop at EEuroparts.com for good prices). wacking fix suggests you have a bad connection - could be the relays or solder joints inside the CEM (easy enough to find used and replace) or could be the connectors into the CEM or into your stalk switch. Try pulling the connectors to the CEM off/on to make sure they are snapped in fully or just plan on replacing the CEM ($50 or so used)
