Questions about front hood and timing belt of 2009 S60

I'm new here. Recently I came across a tricky problem: the engine hood cannot open. I tried to pull the lever on the left bottom of dashboard yet not sound or action happened. I tried to pull the lever and lift the hood simultaneously, still the hood wouldn't move. Could anyone please help me by giving me some clue on what's going on?
Besides, mine is 2009 and has less than 90k miles. Shall I prepare to replace the timing belt now or I shall wait to 120k miles which is recommended in the maintenance manual?

timing belts are due on most white blocks at 10 years / 120K miles. Important to do the tensioner and the idler as they can fail and take out a healthy belt.
Regarding your hood release, sounds like the release cable to the latch broke. Not sure of the fix for your model so google around or go to a dealer/body shop as they may need to access by removing a headlight (such as the 850s/V70s) or the grill or from under the car to release the latch and to replace the cable. Did you check to make sure the under dash level is still pulling the cable?
