Default Intermittent power steering problem

I have a 2002 S60 base model, and the power steering assist is basically turning off and on while driving and/or stationary Not seeing any leakage or loss of fluid. I have replaced pump and the fluid and the problem continues. I hear a hissing that seems to be coming from under the dash/near the steering connection to the rack when the assist is not working. Sometimes I can goose the throttle and get it come back on (while stationary of course). If I am going to replace the rack I want to make sure that is the problem. Any experience or thoughts on the issue will be greatly appreciated.

Did you flush and bleed the rack when replacing the fluid? it sounds like there is air in the system.

Steering rack assembly had to go. Found one at FCP for reasonable $$ and found an ex-Volvo tech doing his own thing to replace it for equally reasonable $$. I was thinking of doing it, but you need to lift the engine off the rack to get it out. Plus it was my wife's car, and usually don't go there just in case things are perfect when done.
