How I fixed this...
I had the same symptoms: "CHECK BRAKE LIGHTS" warning light on when brake pedal depressed; fuses OK; bulbs OK.
A local tech did a quick diagnostic and told me to order a new turn signal switch, since all of the wiring goes through the switch. I was skeptical, but ordered the $83 part.
When I brought the car in to have him install it, he plugged a computer into the car, which gave him a REAR ELECTRONICS MODULE (REM) failure code, so he told me to return the switch and order an REM from Volvo.
I called a Volvo shop, and they said that in 15 years they have NEVER seen an REM fail, but they do sometimes "fall asleep" and need to be woken up. The problem could also be with the brake light relay. would be $89 to "wake up" the REM, or less if it turned out to be the relay.
Voila...it was the relay! The relay is one of the cube-shaped relays plugged into the board on the left side of the trunk. Only $67 to replace, with labor.

As the title says, my brake lights are out, and the console is throwing the "Check brake light" error.
Bulbs have been replaced, mechanic said they were good, and old ones were definitely blown. Fuses are good -- replaced them anyway, still no go.
The brake light at the top center of the glass works great, just the lower taillights.
Any ideas of what to specifically look for? The mechanic is not Volvo-specific or trained, so he will not be working on the car.

Although I'm new on this forum, my 940SE had this problem.
Please check the blub body.
Although they are new, there are nickel (silver colored) and brass (gold colored).
The 940 had a problem with light was good and gave warning in the dash that bulb was out.
I talked to a volvo parts guy and some Volvos don't like brass bulbs. I can't figure out what is different, if they all are conductive, but after changing to the nickel colored body, the problem has been solved.
