Default Problem with Xenon adjustment, S60 2002

Hello,

I have got original xenon headlights.
Recently my right xenon ballast broke down. I replaced the xenon ballast, but now both headlights are showing too high.
I found yellow adjustable ***** under the hood, but nothng happens when I turn those *****.
Is something broken or how can I adjust xenon lower and not blinding other drivers?

I have got original xenons and I dont have the adjusting rotating **** inside the car.

I believe that **** is for horizontal adjustment.
There should be another **** for vertical adjustment.
It is located more toward other side of the light. You should be able to see it and access it trough little hole .
Also it may have little black cap on. Take it off.
