Default Pressure in power steering?

Should there be pressure in the power steering reservoir tank? If you unscrew the cap you can here/feel the pressure. It is causing a leak where the high pressure hose connects to the tank.

No, there should not be pressure like that in the tank. Something is not right.

several of my cars have pressure when removing the cap, and not all are volvos, I think it is ok

I noticed same on my '98 V70, my mechanic says it's normal.

Maybe it's from the fluid temp changing and the cap having a good seal.
