Mileage Rolled Back?

Get the VIN, do a Carfax report. That will show dealer and major shop services to see if the mileage seems appropriate. If the car has a manual odometer, its possible the gear broke for a while, if the car has a electronic odometer then somebody would need to have access to manipulate the DIM data. Not sure if that can be done via the dealer tools or not.

Interior looks good except for the center amrest and parking brake cover. But those things always look like crap after a few years. Remember it is an 18 year old car. It`s not a valuable enough car that anyone would bother turning the odometer back on. If it had 167,000 miles on it it would be on a lot for the $3000.

This dealer also seems to deal exclusively in older cars and may want to maximize profits if they developed some techniques.

You would think that a performing a Federal offense by rolling back the odometer is not worth a few hundred dollars. Also a new cover for the armrest is $20 and a steering wheel cover is the same. If they are that savvy they would have done that too. But if your gut says no then go with it.
