Left Headlight only getting 0.5 volts

Left Headlight only getting 0.5 volts
I just purchased a 2005 XC90 and I cannot get the left headlamp to light.
The lamp that was in it was burned so I replaced it, it still wouldn't light. I tested the voltage at the lamp socket and found it only has 0.5v, I tested at the harness where the light cluster plugs in I'm only getting 0.5v there too.
In order to pass inspection I pulled a positive wire from the right lamp to the left, both came on for a second then both went out, when I tested the right lamp it was only getting 0.5v too. I removed my wiring and the right lamp stayed at 0.5v until I shut the ignition off and restarted the vehicle.
I'm stumped and considering mounting a switch inside to control the left headlamp to at least pass inspection, any ideas?
