Difficult high idle issue
 
So, bought this 96 Volvo 960. Been going down the line fixing everything... It's been a long road so far. Started with a vacuum leak and a cyl 1 misfire. Smoke tested and tested various components, then replaced intake manifold gasket, the intake boots, oil trap, spark plugs, some coil wires, iacv, random vacuum hoses, and the second stage ignition module. I still have a miss, need to finish replacing coil wires. But my biggest issue is I still have a 1250 rpm idle in park. No check engine light, I actually got all monitors to run. I've adjusted the throttle closed, throttle body is clean, smoke tested no leaks. I've tested the throttle position sensor, it's at .55v closed and 4.3v open, which is a bit off on the full open value but wouldn't explain my idle. The absolute throttle position reads 9.8% at idle. I'm just stumped. I'm leaning towards the map sensor, but I'm stumped on how to test it currently, had to call Volvo to find it. My vacuum gauge reads 20 inches of mercury at idle off the manifold, i ran the normal vacuum gauge tests, all normal. Map sensor reads about 13 inches on my scanner, I'm at sea level. Seems to be about 3 inches off according to my calculations. It has no vacuum line to the sensor, so I cant test it with a hand pump. I'm going to look up specs for it, but so far I've spent the last 2 months and a ridiculous amount of time troubleshooting this thing. I can't smog it because the idle rpm is too high and I'm on very expired tags. I'm a mechanic but still a bit green behind the ears, especially on volvos. I have a professional scanner and tools, so if there's something you can think of for me to test let me know. Thanks!
