99 VOLVO S70 2.4 Non Turbo.
I’m literally stumped. This is what it does when I turn the key on and off trying to get it started.
Car ran absolutely fine no lights came on or anything no codes, nothing.. Turned the car off now it won’t start again. Turn the key, fuel pump engages, fuses are fine. Figured it was the starter, threw a new one in and it’s doing the same damn thing 🤦🏽♀️
Checked starter by jumping it, it spins even without jumping it. Checked alternator it's fine, tried jumping the car didn't work.
Battery and connections have plenty of juice. Alternator is fine.

I think from your description - you are saying the starter does not work normally as installed in the car.
Have you tried both park and neutral? Gear position switches are a common failure. Usually there will be a code stored.
"Checked starter by jumping it, it spins even without jumping it." - does that mean you used a jumper wire to energize the solenoid and the starter spun the engine over? If you replaced the starter you must have a test light to check for a signal on the small wire to the solenoid. Does the test light come on when you turn the key to the start position?
The 98-00 svc70s have a problem with the positive cable. Corrosion forms between the battery cable and the crimped on connector. If you get it running the positive battery terminal will get very hot if there is a bad connection. Also the 4 small red wires attached to the positive terminal get a bad connection where they terminate - in the fusebox under the hood there is a 13mm head size nut - loosen that (after disconnecting the negative terminal) and check the condition of the wires attached under that nut.
If you get it running a voltage drop test will tell you how bad those cables are.
