V70 1999 Firing

My 1999 V70 has had a tough time firing lately. For the last 3 months or so every time I start the car it takes it a while before it fires up. It always fires at some point, but every now and then it also stalls for a second while trying to start. Almost like it's hitting a bad spot on the fly wheel or something. I know that's not the case but that's they symptom. I don't know if the two are related or or not but the "service" light also stays on for about 2 minutes after starting... then goes out. Any help would be greatly appreciated.

Is the check engine light on?
Is the fuel pressure good?

No check engine light and I am assuming the fuel pressure is good but have not checked it out. I do not have any other symptoms at idle or at cruise, the car runs very good.

I asked about the fuel pressure it almost sounds like the fuel pressure is bleeding back into the tank. Then when you try to start it you have to pump the fuel all the way to the motor.

So in your opinion would it be the fuel pump or fuel pressure regulator? Or maybe I should be asking, how can I determine which one it is? Do I need a fuel pressure gage to determine this?

I would get a fuel pressure gauge and connect it. Then start the car and read the pressure. Then shut it off and let it sit overnight. Then and see what the pressure is in the morning.
