Fuel Pressure Regulator

I just bought a 2006 Larson LXI 208 BOAT in nearly pristine condition. It has a Volvo Penta 5.0 GXi-F V8 Gasoline Engine. The engine is simply beautiful to gaze upon! The previous owner had stored it inside for 3-4 years. It was winterized, but he failed to add a fuel stabilizer, so I thought there might be problems with the fuel injectors. I drained ALL of the old gas and installed a new fuel filter. I then added one half tank of fresh Non Ethanol Premium Unleaded Gas and added a bottle of Chevron with Techron Fuel Injector Cleaner. After running that through the engine, I added a bottle of Sea Foam to the next tank of fresh gas. Every time I took it out it ran better, but it continued to have a problem with the engine surging and stalling under a load, as well as an occasional backfire. I then installed new spark plugs, but it continued to have the same problem. I then took it into a local service dealer and was informed that the fuel injectors needed to be rebuilt and that it needs a new FUEL PRESSURE REGULATOR. The problem? The place that I took it to states the FUEL PRESSURE REGULATOR is on BACK ORDER and may have to come all the way from SWEDEN! Aargh….. I visited the website below today (wish I was out in my boat on the 4th of July) and it looks like the part referred to as the FUEL PRESSURE REGULATOR is also called the GOVERNOR. I have identified part # Volvo Penta Fuel Pressure Regulator 3858967. Can anyone confirm that the FUEL PRESSURE REGULATOR and the GOVERNOR are the same part? PS: There are several outlets in this country which have this part, so I am not entirely sure what the local service dealer has been smoking-my boat has been in the shop for 1 month now waiting on this small part.
