You should have steering assist from the moment the car starts. It has an electric pump so if the fluid is fine then I would look at the pump itself to see why it's not working when cold.

It's for cooling and ventilating the battery. Heat kills batteries, not cold. A battery doesn't have as many cold cranking amps as warm but the cold doesn't damage a battery. Heat does.
