87 240 DL defroster fix?

Alright so I found one heck of a nice 1987 Volvo 240DL, 169,000 miles, and only two very tiny rust spots, easily fixable near the rear window hatch. The interior is absolutely flawless, and the blue paint retains its shine quite well. It has nothing wrong with it, except the muffler might need replacing, and one more serious issue (at least for me, as Ive driven a 1972 VW Beetle in the dead of winter for the past 3 years with NO DEFROST. That means a scraper every 5 minutes).
The defrost does not work, but the heat comes through the vents and the floor. What could be the problem? I dont want to have to invest money in this car right after buying it...

do the other vent settings work or change when you change the vent setting ****?
if not you may have the vacuum line going through the firewall disconected, check it..
