So after hours of research I cant seem to find the location of the ballast resistor on my 240. For the Bosch ignition cars, they seem to have a ballast resistor that is normally located near the wiper motor in the right corner of the engine bay. The green book and my Haynes manual both claim it is there on 82' B21F cars, however I'm starting to think it might vary depending on other factors. If any of you have a stock B21F from 1982' built for the U.S. market, let me know if you know where the ballast resistor is, or perhaps if this engine doesn't have one at all.
