tons of useful info here, Volvo Maintenance Hints for 700 900 S90 V90 Models... although its written for 740/940's, the later 240s have the same engines and transmissions and stuff, so 90% of it is applicable

take off the inside panel, examine mechanism, fix whatever is busted.
from the parts diagrams, looks like 1980-1985 were the same version, pre 80 and post 85 cars have changes. here's the parts diagram for this version (I think)

part #36 appears to be the lock pin that either solenoid 33 or key lock 29 pull out of the button mechanism #43... so, does the exterior button push in or is it stuck like its locked ?
if the button doesn't push in, I'd be looking at the locking mechanism, linkage rod 37 etc.
if the button DOES push in, then I'd be looking at whatever links it to the actual latch (parts 26 etc)

my guess is, the latches were damaged or knocked out of alignment, or your hood was on slightly crooked so the conical pins that the latches hold are caught on the sockets they fit into. but without seeing it, its hard to say which failure mode. did you make sure the lever was working the latches smoothly? (does that car have 1 or two latches for the hood?)
you'll probably have to reach up from underneath, which may require you to remove the belly pan and possibly air dam for better access... or bust the plastic grill out and plan on replacing it, sigh.
