Cross-arm torque settings

Cross-member torque settings
I have just replaced the rear bushing in the left side front control arm on my !998 V90. (I also have a 1997 960)
Does anyone have the torque settings for the four 17mm bolts that secure the cross-member between the control arms? These bolts do not have a lock-washer, so should I use thread-lock, or is the correct torque setting adequate for holding the bolts?
(By the way, I saw on a different Volvo site, the opinion that a press was required to install the rear bushing in the control arm. I can assure you that it can be installed quite easily without a press.)
