850 non turbo OBD2 reader Australia

Hello, can someone recommend an ODB2 code reader that will work for a 1996 850 GLS non turbo engine B5252S. If it depends on which ECU type how can I tell what ECU it has? Where is the ECU located on a 1996?
The car as a long running issue we can't diagnose. The car is on a Pacific island and there are no dealers or well equipped workshops. When fully warmed up it starts hesitating/stalling under load. Eventually it stalls. Can be restarted (with some difficulty) and can trundle along on the flat at idle revs but put foot down and it stalls. When cold and warming up it has full power, otherwise it idles fine and it will rev normally. We changed fuel pump, coil, water sensor, throttle sensor, HT leads, plugs, thermostat, checked all vacuum hoses. Not changed the mass air sensor, could that be it?. It's also had a recent head gasket change, timing belt, water pump.
Every time we need a new part it has to be got from Australia.
On the dash the service light comes on when started (but it always did). No other lights come on.
We've tried some OBD2 scanners but they couldn't access the codes.
I saw VOL-FCR software. Would that do the job (with a suitable cable?)
