96 850 glt need help

I bought a 96 850 gtl , when I took it in to have it smogged the smgg tech pulled me over to show me some issues . I have never seen a car do this said the tech... All the gauges when crazy when the odb scanner was plugged in, the speedometer went up to 70 mph, the heat gauge when to hot, the fuel gauge dropped to zero and he couldnt see any of the "live Data" or the freeze frame pid, Now I had a couple codes pop up and fixed those issues,, and could clear the codes. My car is running great, no codes etc... but now I cannot read the pid on any scanner. Is it a ground issue or a ECM issue. I only have until 2/20/19 to fix this that is when my extension runs out. I cannot return the car as I bought it at an auction a friend took me too, any thoughts on this

Do you own your own OBD scanner? When you say the guages went crazy, are you talking about the virtual guages on the scan tool or on the dash? My thought is to start by reseating the ECU - disconnect the battery, wait for residual capacitance to drain, then pull the ECU out, clean the contacts with electronics cleaning then do the same. Then I'd check for any fuses/relays in the circuit path. I'd also look to see if the OBD2 connector contacts are clean as well - I'm assuming the 96 has the port in the center console (where debris/spills etc happen)? You can also peruse the volvotips.com web site to see if there's a wiring diagram to help show a common ground point.

the gauges in the dashboard, the instrument panel, yes I have my own scan tool, the freeze frame worked a couple months back, its just very strange,
it seems like after I took it to a smog shop , I had a no start /spark issue, I replaced the cps and all is good, except for the live mode/freeze frame. I will go out right now and check the ecu . should I also unplug and replug in all the sensors? I replaced the obd2 port with a newer one, mine was really messed up looking so the current one is clean and no dings on it

well if you replaced the obd port then I'd suspect you may have a loose wire that's not connecting. No reason to replug sensors - if the ECU is working and a sensor doesn't report back, a code will get thrown. reseating the ECU is easy enough but seems kind of a long shot.
