Default Why does moving shifter up and down fix flashing arrow?

About once a month or so my 95' 850 Turbo has the problem where the red arrow flashes and it begins to accelerate slowly. I found a site that suggested turning the engine off, moving the shifter from P to L 10 times, and then starting car. It fixes the problem everytime. I was curious as to why moving the shifter back and forth fixes the problem?

Thanks!
