You could have a bad ignition switch or head light switch.

Well my third brake light is the only thing working but my lower brake lights isn't working both brake light bulbs on both sides isn't working when I hit the brakes but the running lights are. So you think it is the brake switch is bad on mine to cause the the brake fuse under the Hood is good.
