Scraping noise from wheels

So i finailly took the car out last night... she ran pretty well from what i could tell. didn't go too crazy yet...i'm guessin it's best to break it in slowly. There is one noise that's bugging me, aside from the extremely loud exhaust (it ends after the cat...still need to have the muffler and piping welded on).

There is an almost constant scraping noise coming from the wheels. One of the rear wheels spins pretty freely, but the other is definitly scraping on somthing...it stops spinning very quickly on it's own when in the air. I thought i may just be rust built up or the pads wearing in since the car hasn't moved in 11 months. But i've driven it around the city for about 35 miles so far and it's still there.

I changed all the calipers and brake pads when i had it apart...also replaced the parking brake shoes on the rear brakes w/ new ones (and new springs). I've never dealt w/ drum brakes before so not 100% sure i did them right. Do they need to be adjusted up at the parking break lever??

Any idea what the scraping could be or what to check for. The rotors do have a decent layer of rust on the inside, which i thought was normal.

Check the cross looking spring for the rear pads. Sometimes they don't sit on the pins all the way.
When a little bit of rust builds up it makes the scraping noise. All you will need to do is stick a small screwdriver between the rotor edge and the spring to seat it in the pin all the way.
