surging under load

I have noticed when going up hill under normal driving conditions, i.e not caning it, I can feel a slight surge/fluctuation in the car, yet the revs don't appear to change. I have checked the plugs and all seem fine (admittedly have not taken off the distributor cap yet).
I might tackle it a bit further this weekend but was hoping someone might know what causes this so I look in the right place.
Also when I took off the engine cover (you know the plastic cover that says "Volvo 20V" to get at the plugs, there has been/is and oil leak in there. Oil is sitting in some of the little wells, but I can not work out where it is coming from. All the bolts are tight and none seem obviously gummed up with oil, all the plug wells are oil free, the only thing is the pipe in between two of the plugs wells may be the culprit but I can't see actual evidence of leaking oil from there, I don't even know what that pipe does or delivers.
My only other thought is that the previous owner has missed the oil reservoir and it has settled on the head, I will clean all the oil off this weekend and see where it resurfaces from, I ran out of time last weekend and only cleared some of the bigger pools.

See how old the wires are. There is a Date stamped on them.

I would say either oil was spilled or it is leaking out of the oil cap.(Clogged Vent system or bad Cap seal.

The cap seals don't last forever. I have always changed mine, on various models of Volvo, every two years. The cost is negligible. As a quick fix try turning the seal over. It may stop oil leak from the cap temporarily.
I have noticed recently my fuel consumption has gone up, I took it to my mechanic ( a BMW specialist) and he reckoned the O2 sensor is knackered, he will do a multi meter test (he can read nearly any car except for Volvo and Saab) to check it, but he reckons the surging and increased fuel drinking is a likely side affect.
He says NZ$159 for a new o2 sensor, whereas a volvo OEM is about $500, woh!
