Default Backrest doesnt tilt forward

Hi there, Im new to the forum but not new to volvos. ive always had 850s but now i have a c70 and i have some seat issues. ive looked through vadis and could not find a solution to my problem. the backrest to the seat doesnt tilt forward when i pull up on the handle. the screw and spring has already been installed previously (as the method that vadis suggests) and i hear a click in the module whenever i pull up on the lever. the lever does have tension so its not broken. i also try to push the backrest forward when i have the tilt handle pulled, but it is locked into position. the seat does slide forward however when i stick a flathead in between the metal piece that the spring is connected to so i think its just something with the backrest. i have this problem on both seats so i dont even bother having passengers get in the back. does anybody know where i can find some help? thank you

Need to replace the cables on the seat back. They sell them individually at your local Volvo dealer. Cover has to be removed for you to get access.
