Default My passenger seat wont unlock

I took my car to a carwash and a day later i realized that the passenger seat wont fold down no matter how hard i try to lift the lever. I thought it might be a spring but i have no idea how to get inside the seat. it is very annoying cause when people want to go to the backseat i have to get out everytime. any response would be appreciated. Thank you.

There is a cable in the seat that goes from the handle to both sides. One side usually breaks and won't let the seat fold.

Feel at the bottom of the seat. You will feel metal rings you need to cut them to open the seat.
Cut the ones at the bottom then there is more in the front of the seat.Cut them and lift the seat cover up little by little.
