Where are the hid headlight ballast

Im trying to find the headlight ballast because im having low beams going on and off. I was told on another forum that they were under the bumper. Took the bumper off. I found nothing. Please help. Thanks.

I found it. Under the wheel well covers in the front

When they went out on my XC70, I found the EXACT (Mfr, part no., etc.) same part on ebay for a fraction of the cost the dealer wanted.
