Default Exhaust Cam Not Moving... Help

I recently had to replace the head gasket on my 2000 volvo s40 1.9t. We were able to get everything back together with no problems (at least i thought). when i went to start the car it made the scariest noise. The engine was turning but the exhaust cam was not. The noise came from the sprocket teeth rubbing against the timing belt as the engine turned. I did not use the cam tool but was very careful in noting the positions of the cams. now the intake cam has rotated and the engine has turned but the exhaust cam has not moved and seems to be locked. So the positioning is all out of wack and i dont know why the exhaust cam will not move. Any suggetions??

FYI when I removed the cover i noticed that the intake cam easily came off, but the exhaust cam did not. It actually seems locked from the very start, i had to take the block off with exhaust cam attached.. but the car was running ok before with the exception of the white smoke..

After putting it back together did you turn the crank two rotations by hand before attempting to start the engine? This is an essential step whenever the timing belt is removed and reinstalled.

Only choice you have now is to pull it apart count the bent valves, fix it and address the cam issue before reassembly
