Need help finding fuel filter

I just recently ran into some problems with my car. I have a 2005 volvo S40. The problem is that it will not start. The "fuel pump relay" fuse keeps blowing out.
I'd appriciate it if anyone can tell me where the fuel filter is located and also the fuel pump relay..... I would like to make sure both of them are working before I try anything else with the car. Thank you very much in advance!!!!!

The fuel filter is under the car, aproximately "on the foot of the passenger that seats behind the driver".. Is is a hidden by a plastic cover about 20 cms that makes the car bottom flatter.. About the fuel pump relay I unfortunately cannot help..

djalmab, thank you for the reply.....i have looked all over the car and even followed the fuel lines to the engine but just cant seem to find it anywhere. after reading your post i went outside and looked at it again but still cant seem to find it....there is that black plastic cover on there but did not see the fuel filter...once again i thank you for you help...
