Can an independent mechanic program an additional key fob?

 

According to my local dealer the key fob does not contain the required information in order to program one to your car. Which means those ebay fobs from used cars will not work. Personally I've never tried programming one with my DICE device so cannot help with other than what I've been told. Let us know if you find different please.
