I just purchased a 2012 Volvo s60 T6, and didn't notice it ont he test drive. But seems when sitting still and you turn the steering wheel it is hard to turn and shutters. like as if it has haptic feedback on a controller. but you get passed the hard part it is good for bit. Driving you would never notice. but if you stop and then accelerate in a turn it is fine. If you take the turn slow it happens. But when parked or backing out of a parking space it is really hard to turn the steering wheel.

Any ideas what could be the issue?
