Free loaner only when you bought car there?

Free loaner only when you bought car there?
When test driving S60 today, the dealer told me when I bring my Volvo in for service, a free loaner is available ONLY IF I bought my car from their dealership. I wasn't aware of this rule. Is this common practice at all dealership (not just Volvo) ?
Besides, only the first service (7500 miles) is free of charge. Is that common to others like Volkswagen?
