By front marker lights I mean the ones just in front of the front doors on either side. They have never worked except as turn signals since my sister gave me the car in 2016. I presume the bulbs have only one filament. Should they be on steadily when the headlights are on? If so, I guess I have a wiring problem since the bulbs function properly as turn signals.

 

Those are turn signal repeaters, not parking lights
