Low on power in very cold weather

So lately I've been noticing that my '01 T5 doesn't have as much power in the cold as it does in warm weather. I'm not talking balmy 30 degrees cold, but actual cold (below zero air temps). When I put the pedal down, I can really hear the turbo spool from the drivers side and I could never hear this before. I get power, but just not as much as I would when it's warmer out. Anyone else notice something like this? Is this normal?

Even after 10 or 15 minutes of driving and after the oil/engine has warmed up you're still getting this?

Yup - when the water temp is in the middle, where it should be when warmed up.

hmm, weird. well these are very smart cars could be some sort of system to prevent any damage to the engine. Though I've never experienced the kind of temperatures you're talking about here in the mid-atlantic.
