Replacing Swirl Flaps

Hello, my first post here.
I have a 2007 S60 2.4 D, and have been getting an Engine System Service Required message. The problem is the swirl flaps - the plastic actuator arm is fine, but the part it attaches to at the engine end is swinging around uselessly and does not operate the row of flaps.
I have a replacement set, but when my mechanic tried to fit it he reported that two of the fuel injectors were seized in. Another mechanic I spoke to said that it was not necessary to remove the injectors to access the flaps under the rocker cover.
So that is my question - Do the injectors need to be removed in order to take off the rocker cover?
