I got a 98 s70 t5 and I want a cheap louder sound to the exhaust i was thinking of just cutting the muffler off and run a pipe to the back?

If you want a "sportier" sound without spending a lot of money, look into the OBX exhaust systems on eBay. They are actually a decent turbo-back system (you have to use your old cat/ put in a high flow cat) that should also help performance a bit. Simply cutting off the muffler and running a pipe will make the car sound obnoxious and too loud. If you really want to do this, and on the cheap, get a higher- flowing muffler and put that in in place of the OEM muffler. It'll be louder, but not too much so.

But really, WHY do you want to make the car louder just for sound's sake?

Go with the OBX system if you don't want to spend much money. Simply removing the muffler will do nothing for performance. You want to increase the pipe diameter, too, which any of the turbo- back systems do. IPD's turbo- back system is by far the best, but it's also priced accordingly.
