Default Turn Signal problems

Hello all,

I drive a 1999 Volvo S70, 2.4L.
My left flasher does not work but makes a rapid clicking noise. All bulbs work when I use the hazard lights. My right flashers are completely fine.

I know that (at least one set of) the relays are located behind the flasher switch on the front panel under the radio. I've gotten a new hazard button assembly with new relays and such (for $57.30), but that did not fix the problem.

Any fuses that seem to be related to the flashers also do not look blown. This leads me to think that there is a problem in the wiring.

Are there any other fuses or relays that would control the left turn signal that I don't know about?

Any other ideas on what would cause the problem?
