minor problem

So at early morning start up, if I start my car cold start up, the rpms will dip up, then crash down to 500 rpms then back up .. this happenslike 20times and the car vibrates in the process.. is this Mass flow sensor related? Volvo Tested it and its giving off a very strong signal.

clogged fuel filter choking off the fuel supply when the pressure is at its lowest - on first start up - maybe ?
